New Film Tells Story of Nation’s Oldest, Largest Voucher Program
March 2003

Milwaukee is the home of the nation’s largest parent choice program for low-income families. During the past 12 years, the program has given thousands of low-income students the educational freedom that most people take for granted.

A new TV film produced by the American Education Reform Council brings the program to life by chronicling the journey of three Milwaukee families in the choice program.

The 28-minute, full color film includes interviews with the parents, school principals, public officials and other community leaders who know the program.

Particularly noteworthy, is the film’s documentation of the positive impact that the Milwaukee Parental Choice Program has had on the Milwaukee Public Schools (MPS). MPS has improved. Since the implementation of parent choice, public school enrollment and test scores are up, and the drop out rate is down.

The film tells the story of this remarkable urban turn-around.
