This report updates the Education Freedom Index, a ranking of all fifty states according to how free parents are to choose the best way to educate their children. The Index assesses the various ways in which a state can enhance educational freedom, including providing for charter schools and private school vouchers, reducing the barriers to home schooling, and allowing parents to more easily choose the particular public school or public school district their children attend. This report confirms the finding of the original study that high levels of education freedom correlate with high student achievement and demonstrates a further correlation between school accountability measures and high achievement. -- Manhattan Institute
