Congress allocated $13 million for the first year of the program and $1 million for related administrative and research expenses.

Scholarships are worth up to $7,500 or the cost of tuition, fees and transportation, whichever is less. Participating schools may not charge scholarship students more than non-scholarship students. The District of Columbia Public Schools budgeted per-pupil cost for 2004-05 is $11, 489.
