Vouchers would have been worth 75 percent of state per-pupil operating funding for elementary and middle schoolers and 85 percent for high schoolers. The rest of the funding would have stayed with the school district. The statewide average for per-pupil funding for 2002-03 is $5,795, according to the Rocky Mountain News.
