D.C. residents who qualify for the federal free and reduced-cost lunches are eligible for the program (eligible families can earn as much as 185 percent of the federal poverty level, which is $35,798 for a family of four). Family income may rise to 200 percent of the poverty level before the scholarship is revoked. There are 1,705 students using scholarships at 59 schools during the current 2005-06 school year. 67 schools have registered to participate in the program in 2006-07.
The legislation gives preference to students enrolled in public schools that are failing to make adequate yearly progress as defined by the No Child Left Behind Act.
Approximately 37,000 students are eligible for the program. If participating private schools are oversubscribed, admission decisions must be done by random selection.
