The Ohio Legislature, with bipartisan support, and Republican Governor George Voinovich enacted the CSTP in June 1995. Initially, students in Grades K-3 were eligible. The Legislature and Governor since approved annual appropriations to continue and expand the program by one grade per year through Grade 8.

In its 2003 session, the Ohio Legislature increased the maximum scholarship amount from $2,250 to $2,700. In addition, current 8th graders on scholarship can continue receiving scholarships into 9th & 10th grades.

The Ohio Department of Education did not seek funding in the 2003 Legislative session to continue the longitudinal study of the CSTP.
