Milwaukee Parental Choice Program

The Milwaukee Parental Choice Program (MPCP) is the nation’s oldest program giving low-income families vouchers of up to $6,501 to enroll their children in non-religious and religious private schools. It has grown from 337 students at seven schools in 1990-91 to 17,275.4 students (full-time equivalent) at 124 schools in 2006-07. Participation in the MPCP is capped at 22,500 students.

MPCP students are from Milwaukee families with incomes at or below 175% of the federal poverty level ($35,523 for a family of four in 2006-07). Once a student is in the program, family income may rise to 220% of the federal poverty level ($44,658 for a family of four in 2006-07).

Private schools participating in the program must admit all eligible choice students and use a random selection process when applications exceed available space. Click here for information on MPCP admission practices.

University of Wisconsin Professor John Witte, the state’s official MPCP evaluator from 1990 to1995, said in a 2000 book:

“Choice can be a useful tool to aid families and educators in inner city and poor communities where education has been a struggle for several generations … If programs are devised correctly, they can provide meaningful educational choices to families that now do not have such choices. And it is not trivial that most people in America ... already have such choices.”

Consistent with research findings of other voucher programs nationally, Witte reported high parent satisfaction with the MPCP. For example:

“...[T]here was evidence that [Milwaukee] Choice parents were very dissatisfied with their former (MPS) schools; there may have been good reason for it, as indicated by test scores taken in MPS prior to students enrolling in Choice ... Satisfaction of Choice parents with private schools was just as dramatic as dissatisfaction was with prior public schools ... The results were a dramatic reversal - high levels of dissatisfaction with prior public schools, but considerable satisfaction with private schools ... Finally, parental involvement, which was clearly very high for Choice parents before they enrolled in the program, increased while their children were in private schools.”
