The Index is a first-ever ranking of the fifty states according to how freely parents can choose how best to educate their children. The Index comprehensively assesses different ways in which a state can enhance educational freedom, including providing for charter schools and vouchers, lightly regulating home schooling, and making it easy for parents to choose public schools or public school districts for their kids. The report also finds that high scores for education freedom correlate with high student achievement.
